The Tactical Budget III

Political Cartoons by Steve Breen

Department of Health and Human Services will become the nation’s first-ever $1-trillion-per-year Cabinet department in 2014, which is also the first year President Barack Obama’s health-care law is scheduled to be fully implemented by that department, according to the budget projections President Obama released yesterday.

Having the power of Life and Death will do that for you.

That and projections that if ObamaCare acts like Medicare did in it’s first decade it will cost $9 Trillion all by itself by 2020. (which is nearly 3 times the current Obama proposed budget!)

But don’t worry, it will bring down costs and cut the deficit!  Obama Promised!:(

In fact, HHS already is costing American taxpayers more per year in inflation-adjusted dollars than the entire federal government cost back in 1965, the year President Lyndon Baines Johnson signed Medicare into law.

Medicare is the single most costly program in HHS. (For Now!)

This year, according to the Obama budget, HHS will spend $909.7 billion. That makes it the most expensive Cabinet department in the U.S. government, exceeding the Defense Department—which will spend $739.7 billion this year–by $170 billion.

But don’t worry, the liberals are focused on taxing “the rich”, gutting the Military and promoting Class Warfare. You have to have your priorities.

In 1965, according to the historical tables published yesterday with President Obama’s budget, the entire federal government spent $118.228 billion. Using the Bureau of Labor Statistics inflation calculator, that adjusts to $822.6 billion in 2010 dollars—or about $87 billion less than HHS alone will spend this year.

HHS spending will increase to $1.049 trillion in fiscal 2014, according to the Obama budget. That would be the first time in history that any U.S. Cabinet department spent more than $1 trillion in a single year.

According to HHS’s budget plan, Medicare will account for 54 percent of the department’s budget in fiscal 2012 and Medicaid will account for 30 percent.

Medicare spending will  rise from $488.4 billion in fiscal 2011 (the current year) to $557 billion in fiscal 2014, when President Obama’s health-care law would be in full force, according to budget tables published with the president’s budget. Medicaid will rise from $276.2 billion this year to $352.1 billion in 2014.

Yuval Levin raises an essential point:

So to assess the administration’s proposal, one very crucial figure to look at is the effect their budget, if adopted, would have on the deficit in the year for which it would actually be the budget—that is, in 2012. You can find that figure on page 172 of the budget (table S-2, here). It shows that by the administration’s own calculations, the effect its own budget would have in 2012 would be increase the deficit by $11 billion. In other words, the Obama budget says that if we pass the Obama budget then the deficit for 2012 will be $1.1 trillion but if we don’t pass it then the deficit would be $1.09 trillion.

Ohhh!!! I’m impressed!

It’s as though the president slept through the November elections (or, more likely, he simply wants the Republicans to field the ball first so he can go after them for it.

And you probably thought Democrats and Obama could come up with even more cynical political ploys than they have in the last 2 years. 😦

This was supposed to be the moment we were all waiting for. After three years of historic deficits that have added almost $4.5 trillion to the national debt, President Obama was finally going to get serious about fiscal discipline. Instead, what landed on Congress’s doorstep on Monday was a White House budget that increases deficits above the spending baseline for the next two years.

The White House actually touts as tight-fisted a budget proposing a record $1.645 trillion deficit for fiscal 2011, due largely to a new surge in spending to 25.3% of GDP. That’s more spending than in any year since 1945. Federal debt held by the public—the kind we have to pay back—will rise to 75.1% in 2012, which is the highest since 1951 and more than double what it was as recently as 2007. (WSJ)

But he’s going to freeze spending at these levels for the next 5 years! You should bow down and kiss his ring for being so great!

It leaves every hard decision to the new House Republican majority (so the liberals and the liberal media can bash them 24/7- in the spirit of civility and bi-partisanship of course!). And it ignores almost entirely the recommendations of Mr. Obama’s own deficit commission. No wonder the commission’s Democratic co-chairman, Erskine Bowles, said Monday that this budget goes “nowhere near where they will have to go to resolve our fiscal nightmare.” And he’s an ally. (WSJ)

How unserious is this budget? Although the White House trumpets $2.18 trillion in deficit reduction over the next decade, those savings are so far off in the magical “out years” that you can barely see them from here. More than 95% of the savings would happen after Mr. Obama’s first term in the White House is over, and almost two-thirds of the promised deficit reduction would arrive after 2016. Pretending to cut deficits by pushing all real cuts into the future is Budget Flimflam 101.

But don’t dare call it the F* YOU Budget! 🙂

But growth targets would be undermined by the sizable tax hikes in Mr. Obama’s budget. After 2013 the capital gains and dividend tax rates would rise to 20% from 15%, and the highest income tax rate, paid mostly by noncorporate businesses, would rise to 39.6% from 35%. The Administration foresees a $700 billion windfall, but history shows that higher rates are unlikely to yield anywhere near that amount.

Gotta soak those “rich” people. Gotta have your Class Warfare! Liberals can’t live with themselves otherwise.

The budget also proposes roughly $300 billion in new taxes on energy companies, multinationals and banks. So much for the new detente between the White House and business. When including all the tax increases, there is more than $1 of new taxes for every $1 of future spending cuts.

This will go down as canny politics in Washington, as the President lies in wait to ambush Republicans when they propose their real spending cuts. Then he hopes he can cut them to ribbons on his way to re-election. That may be the White House game plan, but we wonder if the politics will play out that way. The American people also want a President to lead, and this budget is so transparently cynical it may help Republicans make their case that if they don’t lead, no one will. (WSJ)

BORDER SECURITY

Oh, and Border Security: Forgetaboutit!

BOTH The Democrats and the Republicans are proposing cuts to the border funding.

Now both parties have come together to slash funding for border security and the timing could not be worse. Mexican drug-cartel violence hit record levels in 2010 and more than 13,000 people were murdered in disturbing and cruel ways not commonly seen in previous years. In some areas the violence has spilled into U.S. communities, forcing local law enforcement agencies to create special units dedicated to combating criminal activity related to illegal immigration and Mexican drug cartels. (CNS)

The proposed budget provides $43.2 billion in discretionary spending for the department, an increase of $309 million, or 0.7%, above the 2010 level. The total 2012 budget request for the agency is $57 billion.

Homeland Security officials called the changes modest Monday, saying that most increases were “follow-ups” to more ambitious initiatives announced last year.

But what are they really doing with that increase?

Homeland Security Secretary Janet Napolitano released a budget document on Monday that indicates that the Department of Homeland Security does not intend to put a single additional mile of the U.S. border under “effective control” in either fiscal year 2011 or 2012.

According to Napolitano’s budget plan, the Border Patrol had 1,007 miles of the U.S. border under “effective control” at the end of fiscal year 2010, and DHS aims to stick with exactly that number through this year and next.

According to DHS budget justification released Monday, CBP currently has only 1,007 of the 8,607 miles of border it is responsible for under “effective control.”

Nonetheless, the same document says establishing “effective control” of the borders is CBP’s first objective.

So their first objective is to secure the border by doing absolutely nothing about securing the border!!

God help us all!

So we have effective control of 15% of the border and we aren’t going to do any more BUT we do get a budget increase to improve our groping of your privates and stealing your stuff!!

That’s right, I SAID STEALING YOUR STUFF!!

The revelation that TSA workers have admitted to stealing huge amounts of cash from passengers they singled out for enhanced security screening is far from an isolated incident, and underscores how armies of degenerates are being employed by the federal government to push around and dominate members of the public going about their daily business.

As reported in several mainstream media reports today, a TSA supervisor at the ironically titled Newark Liberty Airport has pleaded guilty in a federal court to multiple counts of theft, as well as admitting to taking bribes and kickbacks from another TSA worker to “look the other way”, while the agent he was supervising stole more money from travelers.

And he’s not the only one!

Back in March it emerged that TSA worker Sean Shanahan, who was employed at Boston Logan International Airport to pat down passengers, had been charged with multiple child sex crimes targeting an underage girl.

Similarly, 57-year-old Charles Henry Bennett, who worked at Orlando International Airport as a TSA screener, was arrested in connection with the molestation of a 6-year-old girl whom he planned to make his “sex slave”.

Working in airport security seems to attract perverts, rapists and pedophiles because it gives them legitimate cover through which to exercise their deviancy. Indeed, a prank caller who pretended to be a sex pervert phoned the TSA about applying for a job and was treated seriously by a TSA staffer.

So the border is secure and no terrorist will pass by our perverts and light finger louies.

You have to have your budget priorities, after all!!

Tax Increases on the Rich, Destroying Oil Companies, More perverts and thieves for TSA, absolutely nothing for the border despite the escalating violence, ignore the 3,000 lb gorilla on steroids in the room (Entitlements) and play political games with the deficit by proposing EVEN MORE SPENDING and Gotcha! roasting anyone who propose actually cutting spending, and ObamaCare as the first Trillion Dollar Cabinet Department of Life and Death.

Damn, now that’s leadership!!
